In October 2008, the Indian government allocated 2G spectrum licenses to telecom companies at rates far below their market value. The Comptroller and Auditor General of India (CAG) later estimated the loss to the exchequer at ₹1.76 lakh crore, marking it as one of the largest financial scandals in India’s history. The licenses were issued on a first-come, first-served basis, bypassing competitive bidding. Several companies allegedly received licenses despite not meeting eligibility criteria, raising serious questions of favoritism and irregularities. A. Raja, the then Telecom Minister, was the central figure in the case. Investigations by the Central Bureau of Investigation (CBI) highlighted procedural lapses and possible manipulation. In 2017, a special CBI court acquitted all accused due to insufficient evidence to prove criminal conspiracy, though the economic and political impact remained significant.
